Stephanie Sparks is an experienced commercial litigator who represents clients in complex business disputes and regulatory proceedings across highly regulated industries.

She is known for handling matters where legal, operational, and reputational risks intersect, bringing strategic judgment and practical insight to every stage of litigation.

Stephanie serves as lead counsel in a wide range of complex commercial disputes, including breach of contract, business torts, fraud, and restrictive covenant actions. She is experienced in trial, arbitration, and appellate proceedings, and is recognized for developing litigation strategies that align with her clients’ business priorities and drive efficient, value focused outcomes.

Within her broader litigation practice, Stephanie has significant experience in the energy sector, representing electric utilities, generators, retail electric providers (REP), customers, and investors in disputes and regulatory matters involving power rates, pricing, contractual rights, operations, and compliance. She regularly appears before the Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT), offering a litigation-informed perspective that helps clients navigate complex regulatory frameworks.

Stephanie also advises clients in other regulated industries, including health care and finance, on litigation and compliance matters.  Across all sectors, she focuses on proactive risk management and results oriented advocacy that supports her clients’ long term business goals.

Experience

  • Achieved a favorable ruling as lead counsel in the Texas Court of Appeals before the Texas Supreme Court reversed the decision for RWE in administrative appeals challenging PUCT orders on electricity pricing during Winter Storm Uri. Named one of Law360’s “Biggest Energy Decisions in the First Half of 2024,” these cases raised novel questions about the Commission’s authority over ERCOT and involve multiple major market participants. 
  • Represented Texas-New Mexico Power Company (TNMP) in securing approval to amend its Certificate of Convenience and Necessity for a 138-kV transmission line serving a rapidly expanding region in Texas. Led the contested case through trial, overcoming regulatory challenges, resulting in a favorable PUCT order in May 2024. The project enhances grid reliability and addresses increasing demand for TNMP and the broader ERCOT market.
